You will serve as a Project Manager (Civil Engineer) in the Project Management Group of the Technical Service Center (TSC) at the Bureau of Reclamation. This group provides project management to the Bureau of Reclamation's most complex engineering projects. TSC is the home to over 450 experts, including scientists, engineers, and other professional and office staff, and pioneer groundbreaking solutions for water and power challenges. Specialized Experience Requirement: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: Planning, organizing, and managing complex engineering projects, including scope and schedule development, risk identification, and ensuring timely, high-quality deliverables. Reviewing or overseeing technical products (such as designs, analyses, reports, or studies) to ensure accuracy, adequacy, and compliance with standards. Applying professional engineering and science related knowledge relevant to civil engineering in support of water storage and conveyance, water treatment, hydropower, pumping plant, or related technical systems.
Some of the major duties you will perform include but are not limited to the following:
- Plans, develops, directs, and prepares procedures, policies, and protocols for engineering studies, designs, and special projects that require advanced engineering analysis. Leads and advises technical teams, directing technical procedures and practices for the teams.
- Engineering analysis for studies and projects include technical planning activities; data collection; modeling and data analyses; analyses of site location and/or conditions; or risk estimation and analyses.
- Provides technical reviews, peer reviews, and checking of designs, drawings, engineering analysis, and technical documents, specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed.
- Lead technical team on large and technically complex projects, guide the critical path of a job, prepare project management initiation, planning, executing, monitoring/controlling, and closeout documents, and facilitate meetings/workshops.
- Applying qualitative and quantitative analytical techniques and project management principles, methods, tools, and techniques to direct, develop, schedule, coordinate, monitor, and manage projects.
- Distinguish between relevant and irrelevant information to make logical decisions and develop solutions and communicating effectively with all levels and types of audiences.
- Advises senior leadership, program officials, and colleagues on engineering analysis, recommendations, and study conclusions.
Communicate in a clear, concise, organized, and convincing manner of technical information for the intended audience. - Organize and prepare, or direct and coordinate the preparation of, materials such as specifications documents, reports, meeting minutes, travel reports, drawings, maps, graphs, or figures; deliver oral presentations or briefings; and participate in or lead meetings - to communicate, promote TSC capabilities, and convey work status and findings to team, clients, superiors, and others.
