- Utilities Engineer II
Description
Under the direction of the Utilities Engineering Manager, performs a variety of professional engineering
tasks in the field and office related to the planning, design, inspection, and construction projects on water
systems, wastewater systems and other related inspections.
EXAMPLES OF DUTIES: The duties listed below are examples of the work typically performed by employees in this
class. An employee may not be assigned all duties listed and may be assigned duties which are not listed below.
Marginal duties are those which are least likely to be essential functions for any single position in this class.
1. Participates in planning, design, coordinating or construction inspection functions in connection
with a wide variety of municipal engineering projects including water and wastewater systems,
water mains, and distribution systems, storm and sanitary sewers, pumping stations, lift stations,
and related water and sewer facilities.
2. Participates in and manages the scoping, planning, scheduling, budgeting, and design of
infrastructure projects.
3. Reviews the engineering inspection work in connection with contracts and daily work projects.
4. Reviews the preparation of plans for overall projects, including design study reports,
environmental impact statements, and other engineering reports.
5. Prepares reports to the City Council and federal and state agencies, including environmental
impact statements, design studies, technical reports, and cost estimates.
6. Reviews specifications, cost estimates, and contract documents for major construction projects.
7. Prepares engineering reports on the progress and completion of contract construction.
8. May conduct preliminary field surveys for project proposals.
9. Secures data, prepares reports, and presentations for conferences and public hearings on proposed
projects.
10. Provides engineering assistance to City departments and divisions as assigned.
11. Conducts specific research projects, equipment reviews, and feasibility studies as assigned.
12. Performs related duties and responsibilities as required.
Requirements
QUALIFICATIONS FOR EMPLOYMENT
Knowledge and Abilities:
Knowledge of
1. Methods, materials, and techniques used in the construction of public works projects;
2. Municipal engineering policies and procedures;
3. Current technology and information regarding civil engineering related to municipal water and
sewer systems;
4. Theory, principles, and practices of civil engineering design and construction; principles of
physics and mathematics applicable to civil engineering;
5. Principles and practices of contract administration and project management;
6. Applicable laws and regulatory codes;
7. Progressive techniques and equipment used in design, construction, and maintenance of various
public works projects, including land surveying; strength properties and use of construction
materials;
8. Microcomputer applications;
9. Principles and practices of budget preparation and administration; and,
10. Occupational hazards and safety practices related to water and sewer system operations and
maintenance.
11. Principles, practices, and techniques of project management, including, but not limited to scope,
schedule, cost, and risk management.
