Position Overview
We are seeking a seasoned Project Manager to join the Capital Projects Delivery team in the execution of complex water and wastewater treatment and/or conveyance infrastructure projects. North Texas Municipal Water District is one of the country’s largest regional, specialized providers delivering essential water, wastewater, and solid waste services to over 2.3 million residents across 10 North Texas counties. Operating as a wholesale utility, it serves 13 member cities and dozens of customer cities, managing 7 water treatment plants, 12 wastewater treatment facilities, and a major regional landfill. To support North Texas's explosive population growth, the District heavily invests in infrastructure, currently managing a CIP of approximately $1.2B per fiscal year.
As a Project Manager in the Engineering team, you will have the opportunity to get involved in large, complex infrastructure projects as well as collaborative methods of projects delivery.
Key Responsibilities
- Project Leadership: Performs role of project leader for design and construction of major water and wastewater projects ensuring conformance with NTMWD standards, operational needs, and regulatory requirements. Oversee the full project lifecycle from conceptual planning and preliminary design through construction phase support.
- Reviews design reports, plans and specifications for completeness and technical accuracy.
- Maintains accurate project records in NTMWD’s project management system including correspondence, reports, design documents, schedule and project cost updates.
- Participates in and documents project meetings including design review meetings and construction progress meetings
- Execution & Compliance: Manages construction project delivery with focus on project quality, schedule and cost control including review of submittals, RFIs, change orders, payment applications, and field observation reports.
- Coordinates with Operations, Maintenance, and other NTMWD departments to address operational impacts and assist with tie-ins and facility shutdowns.
- Manages completion of project including start-up, testing, and commissioning and review of final record drawings
- Stakeholder Coordination: Act as the primary liaison between project owners, engineers, inspectors, and subcontractors. Tasked with leading project chartering meetings, developing requests for interviews and possible participation in the selection of professional services contracts
- Financial Oversight: Manage project cost control and scheduling
Required Qualifications
- Education: Mechanical, Electrical Engineering, or other related engineering field received from an accredited college or university.
- Experience: Minimum 6 years of experience in water/wastewater infrastructure construction or design
- Licensing: Texas Professional Engineer (P.E.) license for a minimum of two years; if license in another state, the ability to obtain a Texas license after 6 months of hiring. Requires a valid Texas Driver’s License.
- Technical Skills: Proficiency in project management software such as Projectmates. Experience in engineering, design processes and construction management preferred.
- Expertise: Strong understanding of water treatment and conveyance technologies, submittals, and specifications.
