SUMMARY OF ASSIGNMENT
Under the general supervision and direction of the Executive Director for Operations & Capital Projects, supervises and coordinates activities for assigned school construction projects from initial planning and design to completion; provides technical guidance in one of the following areas: architecture, electrical engineering, mechanical engineering, civil/structural or engineering.
ESSENTIAL FUNCTIONS
General:
- Plans, implements and coordinates activities and schedules for new construction and alteration projects as assigned by Executive Director of Operations and
- Capital Projects; assigns various parts of projects to consultants for detailed analysis and development; assures project compliance with District guidelines, schedules and budget.
- Coordinates with District management and engineering consultants to develop plans, specifications, cost estimates and contract documents for new and altered school construction; assures that mechanical, electrical, civil/structural or architectural building requirements are incorporated into educational specifications; assures that plans and designs conform to standards and codes, including OSPI requirements.
- Presents completed design work to OSPI and regulatory agencies for review; justifies and explains engineering designs and plans as requested.
- Initiates and coordinates bidding process for assigned construction projects; develops preliminary project cost estimates; coordinates with Purchasing on bid content, timelines and notification; analyzes bids and recommends contract award; negotiates contracts and change orders with consultants.
- Conducts predesign and pre-construction conferences with contractors and subcontractors.
- Assures that documentation is maintained for construction projects, including construction schedules and records, documentation of “as built” conditions and guarantees by contractors and subcontractors; assures that construction estimate forms are completed to meet requirements for state matching funds.
- Direct the development of facilities standards.
- Respond at any time needed to emergencies which endanger life and District property and assists in restoration work and prevention of further damage.
- Reviews the District’s asbestos management program to ensure compliance with prescribed procedures and federal regulations.
- Assure adherence, by assigned personnel, to District and departmental policies, procedures and safety practices.
- Reviews and coordinates school closure issues.
- Implement the capital construction
Project Management:
At the direction of the Executive Director of Operations and Capital Projects:
- Establishes budget (estimates) for proposed capital
- Prepares project schedule to coincide with school activities to minimize
- Coordinates and directs architectural and engineering
- Coordinate and direct all special inspection requirements related to capital
- Establish safety procedures related to capital
- Coordinates design process including obtaining necessary building permits to construct the work.
- Prepares various reports as required by the health department, building department and fire department.
- Conducts and facilitates value engineering and constructability
- Prepares and responds to OSPI for state matching monies related to capital program in completing all D-Form requirements.
- Establishes and monitors budgets for all large and small capital work.
- Control project expenditures in line with established budgets. Prepare annual budgets including establishing the budgetary needs for labor, material, supplies, equipment and contracted services for major projects.
- Coordinates and establishes furniture and equipment budgets. Acquisition of the same.
- Prepares schematic design documents and specifications and obtains input from stakeholders and implements.
- Prepares design development documents and specifications and obtains input from stakeholders and implements.
- Prepares construction documents and obtaining approvals from various agencies including health, building and fire departments as well as other associated agencies.
- Works collaboratively with the Purchasing Department to coordinate the acquisition of bids related to all capital
- Works collaboratively with the IT Department to coordinate the implementation of various technology infrastructure systems with the Information Technology Department.
- Works collaboratively with the Maintenance and Operations Department in developing and implementing the standardization requirements as set forth by Clover Park School District.
- Works collaboratively with the Nutrition Services Department coordinating and implementing the requirements for food services as set forth by Clover Park School District.
- Works collaboratively with the Transportation Department in the development of bus loading zones and traffic patterns as established by Clover Park School District.
- At the direction of the Executive Director of Operations and Capital Projects assigns, determines and maintains control of project numbers for capital projects; assists administrators in establishing project budgets; reconciles construction/budget status report on a monthly basis to ensure accuracy of project numbers and associated costs.
- Works with the Executive Director of Operations and Capital Projects on Monitoring and tracking all capital fund budgets of all expenditures. Performs reconciliation and related accounting activities; tracks expenditures and report balances; determines outstanding balances on capital project fund requisitions, consultant forms and contracts.
- Works in collaboration with Financial Services to examine and verify all capital projects fund payments requests, designates appropriate accounting for capital project fund expenditures according to State Accounting Manual and District-established codes, obtains proper signatures and forwards to the financial office for processing; prepares building fund claims, as required.
- Works in collaboration with Financial Services in preparing and updating periodic cash flow projections, under the direction of the Manager, monitors cash flow; makes recommendations.
- Works in collaboration with Financial Services in preparing, information as required for annual financial report from capital projects, state, federal and general capital improvement transaction funds made during the year.
- Collaborates with Financial Services to establish and maintain financial records pertaining to joint financing by the federal government, OSPI and the District; submits timely requests for funds from the financing agencies and follows through.
Collaborate with Financial Services to submit claims for state matching funds and monitor detailed expenditures of these funds.
Construction Management:
- Obtains the necessary bidding documents to obtain the work through the public bid process.
- Coordinates recommendations and contracts to execute the
- Monitors the required inspections as established by the international building code and fire code.
- Performs quality control throughout the construction
- Inspects and approves the work of architects and
- Assesses and provides input into the commissioning report for HVAC, fire systems, fire sprinkler and fire alarm systems.
- Follows up on all warranty
- Submits notices of award of contract to State Department of Labor and Industries for purposes of statements-of-intent to pay prevailing wages from contractors and subcontractors; maintains records and follow up through completion of job; interprets contractual requirements relating to payments, claims and liens; and reviews documents for legal compliance.
- Submits notices of completion and obtains clearance of contracts from State Excise Tax Commission and State Department of Labor and Industries.
- Composes correspondence, contractual amendments, change orders and other documents as required to meet federal, OSPI and District needs.

Requirements
MINIMUM QUALIFICATIONS
Education and Experience
- Baccalaureate Degree in Business, Construction Management, Architecture, Occupational, Industrial Safety or related field.
- Four (4) years of recent, increasingly responsible experience in a field relevant to project management, construction, or maintenance and operations.
